تعثر 25 مشروعاً في المنطقة الشرقية بسبب ندرة الأراضي، هذا ماذكره مدير عام الشؤون الصحية بالمنطقة الشرقية في المؤتمر الذي عقده مساء أمس. وعقب على أن وزارة الصحة أعلنت عن رغبتها في شراء أراض معينة وخاصة داخل الأحياء القديمة وهي 8 مراكز صحية بالدمام و8 مراكز صحية بالقطيف و5 مراكز صحية بالخبر وأربعة مراكز صحية (لم يوضح موقعها). المهم أننا أمام مشكلة تتكرر لمعظم مشاريع الدولة وهي عدم وجود أراض حكومية أو عدم وجود أراض مخصصة لهذه المشاريع والنتيجة تعثر المشاريع وعدم تنفيذها واستفادة المواطنين منها وبالتالي تعود ميزانيتها إلى وزارة المالية بل قد تنقل إلى مناطق أخرى وتحرم المناطق المخصصة لهذه الخدمات (لحين تدبير الأراضي). وأمام هذه المشكلة ولأن الخدمة مطلوبة وبشكل سريع فإننا نضع هذه الاقتراحات للشؤون الصحية وهي بإذن الله الحريصة على سرعة أداء وتنفيذ هذه المستوصفات خصوصاً أن المساحات المطلوبة صغيرة. 1ـ ربما توجد حدائق (شبه مهجورة) ولايرتادها الأهالي فيؤخذ جزء منها بعد التنسيق مع البلديات. 2ـ بعض المساجد القائمة منها الخاص ومنها تابع للأوقاف وأحياناً تتوافر مساحات خالية بمجرد الطلب من أهل المسجد أو الأوقاف قد تساعد في حل هذه المشكلة. 3ـ غالباً يكون لدى البلديات أراض مخصصة لاستعمالات أخرى مثل (مواقف سيارات، دفاع مدني، مدارس، آبار مياه… وهكذا). لربما مخاطبة البلديات والتنسيق معهم سوف يوجد مثل هذه المواقع. 4ـ في حالة عدم توافر أراض لماذا لايبحث عن البديل الآخر وهو مبان قائمة بمعنى أن المبلغ المخصص لإقامة مشروع المستوصف ينقل على أساس شراء مبنى قائم أصلاً حتى لو اختلف التصميم في جزء منه لكن المهم أن الخدمة يتم توفيرها للمواطنين. 5ـ البديل الآخر وهو الاستئجار الذي ينتهي بالتمليك حيث يتم استئجار مبنى مناسب لسنوات محددة ثم تؤول ملكيته للدولة وقد يكون في ذلك تسهيل للدفع مع جدولته. بلا شك كنا نتمنى لو أن وزارة الصحة قامت بتدبير الأراضي مسبقاً حتى لاتقع في مثل هذه المشكلة.. ولأن كل ساكن في هذه الأحياء يتمنى إنشاء هذا المستوصف والاستفادة منه لذا فإن آخر الطب كما يقال (الكي). ونقترح أن يقوم أهالي كل حي بإنشاء جمعية خيرية لتدبير أراضي الشؤون الصحية ولربما أن هذا هو الحل الأسرع والأفضل حتى لايحرموا من هذه المستوصفات. وقد تعجب من هذا الاقتراح.. لكن في النهاية تجده الأنسب والأسرع.. وإذا كان هذا حال المستوصفات مع أهميتها.. فمتى نجد أراضي لبقية مشاريع الحكومة. نصيحة لأهل كل حي (عجلوا.. دبروا الأراضي) قبل أن تنقل لغيركم وأنا أول المتبرعين لهذه الجمعية بشرط إنشاء مستوصف في حينا.
