قد تستغرب هذه التسمية ولكنها موجودة في اليابان وأمريكا وأوروبا… لكنني لم أقرأ عنها في عالمنا العربي، وقد نستغرب عندما نجد إعلاناً عن طلب توظيف أشخاص من أجل التفكير فقط… لاحظ التفكير فقط… قد تستغرب أيضاً أن هؤلاء الموظفين لا يتقيدون بدوام معين ولا بلباس معين ولا بمكاتب معينة ولا بأصول (الأتيكيت) المكتبي وإن لهم الحرية التامة في تصرفاتهم اليومية . المهم إنهم يفكرون، وفي نهاية كل أسبوع أو بعد تمام نضوج الفكرة يتم عرضها على ذوي الشأن. وكانت النتيجة أن نسبة المبيعات زادت ونسبة الإبداع زادت، ونسبة الجودة في التصنيع زادت، ونسبة العلاقات العامة بين الموظفين والمستهلكين زادت، والملاحظ أن هؤلاء المفكرين تكون لديهم خبرات سابقة ومتراكمة من خلال أعمالهم المماثلة، بل أصبح لديهم الحرية التامة بعدم التقيد بمسألة الهياكل الهرمية والصلاحيات والمسؤوليات والرئيس والمرؤوس، لذا خرجت الفكرة دون قيود أو تأثير من أي جانب كان. أعتقد أن الفكرة واضحة… وبنظرة لأعداد المتقاعدين لدينا الذين وصلوا إلى درجة من العلم ومن المناصب سواء في القطاع الحكومي بشقيه المدني والعسكري أو القطاع الخاص تجعلنا أيضاً نفكر في كيفية الاستفادة من هذه الخبرات وحسب تخصص كل فئة.. وأرجو أن أكون واضحاً في أن هؤلاء المفكرين ليسوا استشاريين وليسوا موظفين رسميين، بل هم بعقود سنوية أو بعقود حسب أهمية الأفكار المقدمة منهم، كما أنهم لايخضعون لأي نظام… بل المطلوب منهم الجلوس للتفكير في مصلحة الجهة المتعاقدة معهم على أن أي فكرة تنجح تنسب له وتسجل لصالحه ولسيرته الذاتية. ما دعاني لطرح هذا الموضوع أنني عندما أتحدث مع أي مسؤول أجد أن لديه أفكاراً كثيرة يتمنى تطبيقها في الجهة التي يرأسها ولكن يحول دون ذلك (حائل), أو أن بعض المسؤولين ليس لديه الوقت ليفكر فهو مشغول بين أكوام الورق والملفات والمقابلات والتليفونات . إن لدينا من المفكرين مخزون فكري هائل أنفقت عليه الدولة مئات الملايين من أجل تعليمه وتأهيله، ولكنه بعد سن الستين أو التقاعد تصبح هذه الطاقة من المفكرين شبه معطلة. هل هناك من يستطيع اتخاذ مثل هذا القرار؟ لنجرب فقط… وياليتنا نفكر في صيد الغزالة.. لاتذهب بعيداً… فغزالتي ماهي إلا فكرتي وليس شيئاً آخر.
