كما أراها ولدت في حضانة.. وعاشت في حضانة.. والأعمار بيد الله سبحانه وتعالى ما عرضته جريدتنا الغالية (اليوم) في لقاء مع المجلس البلدي اتضح لي أن هناك (اعترافاً، وتقصيراً، وهموماً، وانتقادات، وما باليد حيلة، ومجلساً استشارياً، والانضمام لعضوية المجلس من باب الوجاهة، وأخطاء، وخداعاً، وعدم تحقيق طموحات، وجروحاً، واليد الواحدة ما تصفق).. يكفي ولا أزيد؟ هذا هو حال أحد المجالس البلدية في وطن يحتاج إلى كل جهد وعمل.. والتشخيص واضح ولا يحتاج إلا مهارة طبيب لعلاجه.. كنا نأمل في أن نجد التغيير في خدماتنا إلى الأفضل وكنا نؤمل فيكم الكثير والكثير.. ولكن مضت سنوات وما نشر من نقد كاف للحكم بفشل التجربة وكنا نتوقع منكم أن تطالبوا بنظام ولوائح أفضل مما عمل.. ولكن ربما مشاغلكم الخاصة حالت دون ذلك.. أو أن بعضكم فقد الأمل.. وأن بعضكم ينتظر انتهاء مدة العضوية، ليضيف إلى قائمة سيرته الذاتية.. أنه كان في يوم من الأيام عضواً في المجلس البلدي.. ولو جلس مع نفسه وفكر ملياً لعمل بالمثل القائل (بيدي لا بيد عمرو). وما دمنا نرى أن رؤساء المجالس البلدية هم الأمناء أو رؤساء البلديات فلا عجب أن يكون القاضي والحكم والمواطن في شخص رجل واحد. الوطن يحتاج إلى أنظمة فاعلة قوية تحمي هذه النهضة المباركة وتتخلص من البيروقراطية وترهل اللوائح. نريد مجلساً له صلاحيات مالية وإدارية ورقابية يستطيع من خلالها أن يحفظ ويصحح هذه الخدمات التي كلفتنا مئات الملايين. نريد مجالس لها استقلاليتها في اتخاذ القرار المناسب في الوقت المناسب. نريد أعضاء في مجالسنا لا يتسابقون على العضوية بالخطب الرنانة والإعلانات والهدايا والمفاطيح.. حقيقة كفانا حاضنات المجالس وما أكثرها في زمن ودولة تسابق الزمن.
