حرب البعوض!

لو قيل لنا أن هناك ـ لا سمح الله ـ حربا نووية أو هجوماً مباغتاً أو انتشار مرض خطير فهذه أمور كلنا فيها فداء للوطن. أما أن يكون هناك غزو من البعوض والمواطن هو كبش الفداء فهذا مالا نقبله ولا يرضى به أي مسؤول وإليكم يا سادة ما نشر بصحفنا: 1 ـ البعوض يغزو الدمام. 2 ـ الجهات الحكومية تتهرب من مسؤولية مواجهة البعوض. 3 ـ الصحة التزمت الصمت. 4 ـ الزراعة تقول إن القضية ليست من اختصاصها. 5 ـ الأمانة تقول أن انتشار البعوض خارج عن السيطرة وأن وسائل الدفاع قد استنفدت. 6 ـ مصلحة المياه ستكشف حقيقة الوضع. هذه حالنا مع أضعف خلق الله (البعوض) وهذه حال الجهات الحكومية المسؤولة ولم يبق إلا أن نستعين بالدفاع والجهات الامنية. وقد يسأل سائل أين مجلس المنطقة وأين المجلس البلدي وأين التلفزيون وأين. وأين.. لتقف على الوضع أما جريدة اليوم فلها الشكر على ما قامت به فهي السباقة لطرح ما يهم المصلحة العامة. وأمام هذه الحالة وتفادياً لحالات مماثلة قد يرى العمل بالآتي: 1 ـ التأكيد على مسؤولية الجهة في تفادي وقوع مثل هذه الأزمة قبل أن تستفحل وتسبب الحرج لهذه الجهات باعتبارها ممثلة للدولة ولمنع وقوع الضرر على المواطن بمعنى التأكيد على محاسبة المقصرين. 2 ـ الوقوف الفوري من أمانة الدمام ومصلحة المياه وهي بإذن الله القادرة على القضاء على المشكلة بما لديها من إمكانات وصلاحيات وليس أن ننتظر حتى تنفد المبيدات ونستعين بسيارات من جهات أخرى. 3 ـ لا عذر لأي جهة حكومية كانت أن تقف متفرجة أو أن تخلي مسؤوليتها فجميع الجهات الحكومية يجب أن تقف صفاً واحداً أمام أي مشكلة تقع والتأكيد على جميع الجهات الحكومية بأهمية هذا الأمر والمشاركة عندما تطلب حتى ولو لم تكن الجهة ذات مسؤولية خاصة. 4 ـ أين الدور (المفقود) لمجلس المنطقة والمجلس البلدي.. وإذا لم يكن لهما وغيرهما مشاركة واتخاذ قرار فمتى نتوقع الفائدة والنظر للمصلحة العامة وبالذات عند مسألة تهم صحة المواطنين. كنا نتوقع اجتماعاً فورياً لكلا المجلسين والوقوف على المشكلة ميدانياً واتخاذ قرارات فورية تحدد المسؤولية وتحديد المشاركة من الغير في القضاء على هذه الكارثة. أذكر فيما مضى حالتين وجه سمو أمير المنطقة الشرقية أمره بالقضاء عليهما الأولى في الخفجي والثانية في صفوى وكلتاهما كانت مشتركة بين الأمانة والمصلحة وتم القضاء عليهما بمشاركة بين الجهتين وانتهت دون مثل هذه الزوبعة. نحن نتوقع من مسؤولي الدولة المزيد من العطاء. راجياً ألا يكون البعوض قد اكتساب المناعة ضد مبيدات الأمانة!
